Interfederal Framework for Action Plans

Belgium has, at all levels of governance, a wide and diverse set of initiatives, action plans, and policy measures aimed at combating discrimination. These efforts reflect a shared commitment, but in practice they are characterized by differences in timing, structure, terminology, and monitoring mechanisms. As a result, their collective impact often remains underexposed, and it is difficult for citizens, civil society, and international partners to interpret Belgian policy as a single coherent whole.

Against this background, the Interfederal Framework for Action Plans against Discrimination (IFAPD) was developed. The IFAPD provides a shared methodology for the development, implementation, and monitoring of thematic interfederal action plans. In a first planning cycle, the framework is applied on a priority basis to two themes where international expectations and societal needs are greatest: the protection of LGBTI+ rights and the fight against racism.

On 17 December 2025, the sub-Interministerial Conference (sub-IMC) on Equal Opportunities and the Fight against Racism approved the Framework, the three non-thematic transversal measures, and the priority themes. At the same time, the Federal Equal Opportunities Service (FPS Justice) was mandated to draft an implementation note translating the strategic framework into concrete and workable arrangements.
